Time Element Upgrade for Timecard Updates

Summary:

The feature to send timecard updates only to payroll was released in 22D. We're trying to test the changes of upgrading time elements to send only updates, rather than entire timecard as retro. However, I am not seeing expected results. I upgraded only one time element using following steps:

The retro is not triggered for any changes made to timecard for one time type tied to the element I upgraded. I wanted to check if anyone with existing time elements successfully upgraded using the steps mentioned above.
