Removing goal management levels in R12

How do I disable goal management levels of Target and Stretch?

In R12 we have HRG_GOAL_MEASUREMENT_LEVEL which shows target and stretch as standard.   In other goal lookups it allows you to untick the box so these do not have to be displayed but it does not appear to give you the option on this one.  Is it possible to remove this anywhere and if so how?  Even better, can we remove this from the goal template?  If so how?
