Derive the internal responder for requalification of supplier qualifications

The customer wants to be able to define the internal responder for re-qualifications at a more granular level.

Content (required):

We want to requalify supplier qualifications. We have different internal responders per qualification area. The system takes the internal responder from the Rule Set. But you can only define internal responders per combination of business unit and event (=Requalification). That is not going work. We want to able to define the responder per business unit - qualification area (similar to the owner). Another option would be that the system takes the internal responder from the expiring qualification. Or create the requalification initiative without submitting (so the user can correct the internal responder).
