Unable to reassign journal approval to user

Content (required):

HI team,

We have created a journal and when approver A is trying to reassign to approver B , system throws error 'An error occurred. Contact your help desk (FND-2)

However when approver A delegates to approver B , it works.

What is the reason ? How to debug such issues.
