Onboarding Journey did not trigger to the pending worker

Hi All,

Please help me with a scenario where we have France job requisition and job offer is been processed for Canada using this requisition, seems like all details are correct in the job offer and still the onboarding journey is not triggered to the pending worker. Is this expected behavior?
