GL Budget Approval

Content (required):

Business would like to implement GL Budget Approval whenever there is budget to reach to 5-10% level on defined budget or If budget crosses the limit whenever user creates PR/PO/Invoice and approval should trigger to Budget Manager to increase or decrease the budget based on business requirement.

How to implement my requirement in BPM Approval flow. Pls suggest workaround if bpm is not supports.
