There are no Signing Limits for People Or Jobs in Fusion. What is the alternative?

Summary:

Setting up Fusion Expenses Approvals and the client has a very varied hierarchy. The requirement is simple - Go up the Hierarchy until the system finds a manager that has sufficient signing limits. However Fusion Expenses does not have signing limits that can be attached to a person or Approval groups like in EBS PO where limits can be assigned to the Job. Other people must have had the same question so whats the best alternative? Job Level?

There are 8 approvals levels in total from 250 to unlimited but each employee has a different number of Managers. So 1 employee may have 3 managers to approve a 700 expense report and the final manager has a signing limit of 750 (Job level 3). Another may have only 2 Managers and the last has a signing limit of 1000 (Job Level 4).
