Contextualized Notifications Based on Offer Action When Candidate is Moved to HR

We have a requirement to send notifications to the Hiring Manager of candidates that are moved to HR with the action of Add Pending Worker, Add Pending Work Relationship, Transfer and Global Transfer as the action indicated in their job offer. Has anyone been able to do this?

Different notifications will be sent when a candidate that is moved to HR has the action of Transfer, Global Transfer, Add Pending Worker, Add Pending Work Relationship. Each type of action is supposed to trigger a different hiring team notification from the content library.
