Why dont the defaults I entered on the job requisition template pull through to the requisition?

Summary: I have created a new job requisition template and I want to have some answers default when managers/recruiters complete the job requisition, I have entered the details I want to show but they do not pull through when I look at the job requisition.

Content (required): I created a new requisition template based on a position (not standalone) I want to have the some sections show a default answer for example the configuration section needs to default to the correct application forms and have the "Allow candidates to apply when not posted" set to yes. However when I go in as a recruiter and create a new requisition my default fields are still showing as blank or No.
