HR Cannot able to search for Employees in Manager User Account Page except their record

Hi Experts,


HR's with Certain roles cannot able to view any employees on the Manage User Account page except their records. I have added the below Privileges and given a view all Person Security Profiles.




Any Clue what could be missing?
