CO FAMLI - Organization level it is set as opt out, and if few employees want to contribute

Hi ,

Has anyone find out a way where organization opted out at LRU level (Exempt from Family Leave Insurance = Yes) and if at employee level (calculation card) that can be overridden? Please let me know.
