Pending Worker not in Manage Job Offers

Hello,

We have a situation where a Pending Worker's work relationship was canceled. The goal was to re-add the Pending Worker using the Manage Job Offers screen, but when we looked, the Pending Worker was not in Manage Job Offers. We looked at our Test environment and confirmed the Pending Worker exists, but there is no record for the candidate in Manage Job Offers. We've tried modifying filters, searching by candidate name, number and req number, but there is no trace of this candidate in Manage Job Offers. This is problematic since this candidate is now "stuck"
