Salary Basis List of Values is blank in Create Job Offer flow

we configured salary basis for Norway and created eligibility as well.

However, when creating Job Offer for Norway the Salary Basis dropdown menu is blank; while I expect to see the salary basis configured for this country.

What could it depend on?
