Using Models for Manager-Level Budgeting

We are using Manager-Level budgeting and is looking to use the modeling to allocate the budget. If we are doing the budget in the Manage Budgets page, we are able to allocate different budget amount for each manager/employee. While on modeling, we can only allocate same amount/percentage for each employee. Is there a way we can do manager level budgeting using modeling?
