How to disable external supplier contact user account creation email notification

Summary:

Requirement is to not send the external Supplier Contact User Account creation email notification

Content (required):

In ideal external supplier registration process, supplier contact receives two emails after the creation of supplier contact user account:

1. A Welcome E-mail with their Username and link to set the Password. 
2. An email with the supplier contact information including roles and a hyperlink for access to the application.

When we are migrating/converting the suppliers and supplier contacts, we can disable point 1. notification method from above by disabling profile option PO_CONTROL_SUPPLIER_COMMUNICATION
