Using Allowance as Recurring & Non-recurring Elements

We have a recurring element say 'Transport Allowance'. We want to have the same element as a non-recurring one for the business utilization purpose. How can we achieve this?

Content (required):

There are few employees to whom existing recurring element 'Transport Allowance' is added every month. However, there are few employees for whom 'Transport Allowance' element is added only on ad-hoc basis occassionally. As the exisitng element is a recurring one, we want to have an element that would be non-recurring to be added to employees on need-to basis. We can create a new non-recurring element for this. However, that will have the following impact:
