Oracle HCM Cloud - Divesture

We have a client who is going through a divestment at the moment. They already HCM Cloud implemented but as part of the divestment they'd like to setup a separate instance of HCM only for the departing entity.

What options are available to setup this separate HCM instance for them ?

These modules have been implemented : Core HCM, Recruitment, Workforce Comp, Performance Management, Talent Management, Career Management and Goal Management.

Article : An approach to separate your Oracle Fusion Applications Cloud for divestiture (ateam-oracle.com)

I found this above article from Oracle as one of the options. However it's unclear how this will work. Because the proposed approach is to leverage the environment refresh. But as part of the environment refresh automatically the data and configurations are copied. The approach mentioned in the article says the configurations and data needs to be moved again to the new instance. It looks like there's a contradiction.
