Hiring manager is unable to update the collaborator type , after the requisition is Saved & closed

Summary:

I noticed that Hiring Manager (seeded role) is unable to update the collaborator type , after the requisition is Saved & closed. Hiring Team section is non- editable for Hiring Manager. We do not allow Hiring managers to update the Job requisition after it is Saved & Closed . Hence "Update Job Requisition" privilege is not assigned to Hiring Manager. All Sections which are available during creation of draft requisition are still editable for Hiring Manager, except Hiring Team section.

Am i missing any set up?

Tried enabling the section through Design studio as well , but does not help
