Attachment section of employee talent profile should be read only for manager

Summary:

Hi Team,

Employee is able to add attachment in his/her talent profile. But client ask is when manager go to subbordinate talent profile attachment should be read only, manager should not able to add any attachment.

Navigation - My team > Search direct subordinate > Person spotlight > skills & Qualification > Talent profile > attachment

Is there any way to achieve the same.
