Custom approval rule set for Approve Development Goal

Development Goal should be added by Line manager and the approval should goes to HR Specialist

Content (required):

Hi Team,

We have a requirement where the development goals can be added by Line Manager only and after adding it it should send approval notification to HR Specialist. I was struggling to set this condition in the seeded workflow as the workflow approvals only works when employee added the development goal and when manager added the development goal it's auto approved.

Can someone help out to configure this.
