Can we make License or certificate non mandatory on candidate application page?

Can we make License or certificate non mandatory on candidate application page. I tried to check in Manage profile types but the only option I see is "Summary, Hide or detail" which is also grayed out for the above fields.

How can we make it non-mandatory.
