I can't open ports between machines (all Ubuntu Server 22.04)

Hello, I have three instances of virtual machines and I want all of them to join a Docker Swarm but I seem unable to do that. I think that I have done all the steps correctly. The service is hearing at the port 2337 but if I do an nmap from another machine only port 22 is open. I think that I've done the IPTABLES to open the port correctly, but I am new to Oracle Cloud and I don't know if I have to do something more.
