Summary:

I wanted to create a dataguard association with oci cli:

oci db data-guard-association create from-existing-vm-cluster --from-json file://dataguard_DBAASCE1X9_S3.json

Failed with thie error: The Data Guard setup failed. Please open a Service Request (SR) with Oracle Support

I have opened the SR, but I would like to go faster in debugging the problem
