What does it mean to have 'INITIAL' in the 'STATE' field in the hrc_txn_data table?

When I query the records with 'DRAFT' from the transaction table, the STATE field is reflected as 'INITIAL' AND 'SAVED'. What exactly does INITIAL mean?
