Restricting knowledge article based on custom user groups

Content (required):

We have a requirement to create two set of similar knowledge article e.g. HR policies based on legal employer. As legal employer is not feasible, trying to achieve this through custom user group.

Does anyone implemented this solution before as it is not working as expected following the below thread:
