Visibility/Security of HR Queues within HR Helpdesk

“HR queues” are created for tagging of identified resources within the system. Currently we have multiple Legal entities in our enterprise structure and we’d like to restrict the visibility of queues.

Is there any way of restricting/controlling the visibility of HR Queues within the system and defining security rules for the same based on legal entity?
