Kplice uptrack-upgrade Error Connecting to Region Ksplice Backend

Symptoms:
Previously uptrack-upgrade worked fine and no changes to the configuration were made. When running uptrack-upgrade in a Oracle Linux OCI instance, the following error occurs:

Cause:
This can be caused by a temporary synchronization delay of the backend regional OCI ksplice server.
