Uploading performance values to update the performance history

User required to see the performance history details and also performance rating distribution details as a line manager. As I know these graphical charts are updating with the overall summary section results of the user. If the user is not using a overall summary section or any other goals or competency section ( only questionnaire based evaluation system) is there a way to upload employee performance values using HDL to update both performance history and rating distribution ?
