How to setup Person Security Based on Business Unit and Hourly vs Salaried

We are having an issue with our person security which has been in place since January 16'.

Content (required):

We have five business units(MFD,MFM,MFS,MFN & COR) and we have two payroll relationships(MTA Weekly & MTA Semi Monthly). We area single assignment setup. We have a few types of person security. A Benefits/Human Resources/Payroll person can either see All Business Units or All Business Units but COR. If you are the latter, you are to see either both MTA Weekly & MTA Semi Monthly or you are to see only Hourly. Pretty simple.

The problem is for a given payroll clerk that is to only see MFD business unit and only Hourly that an employee moves from MTA Weekly to MTA Semi Mohthly the payroll clerk can still see the employee and should not.
