How to View Data Access for ALL Users

How to either download View Data Access or is there BI Report that lists user Data Access?

After navigating to Manage Data Access for Users, clicking the Authorize Data Access button, downloading the spreadsheet and clicking the View Data Access tab an error is thrown "There are too many rows available. Do you want to show the first 500 rows?"

Is this a limitation of ADF that can be worked around or setup to allow more than 500 rows?

Is anyone aware of a BI report to get access to see/download current data access for all users instead of the spreadsheet download in the UI?
