How to remove the ability for employees to add "Feedback"?

Summary:

We have a requirement that only line managers should be able to Add Feedback. We want to remove the security privileges from the employee security role that allows them to add Feedback for their coworkers. We would still like them to be able to view the feedback that their line manager gives to them

I noticed on Oracle Support that we should:

"1) Please remove following privileges from your employee role. This will handle removing all the feedback link cases except the one in the action tab under smart navigation card.

View HCM Person Note

Hide HCM Person Public Note"
