Using Organization Hierarchy for Legal Employer on Calendar Event

Issue in applying Calendar Event to employees using Legal Employer.

I setup the Calendar Event using the following steps.

1) Created Calendar Event with a date of Jan 3, 2023 using Organization Hierarchy (our Org Tree uses Legal Employers) and included ABC Inc. in the coverage

2) Added Work Schedule and Calendar Event of Jan 3, 2023 to the exception under employee Bob who is also in the ABC Inc.

3) Logged in as Bob and tried to submit a vacation on Jan 3, 2023 and it allowed him to schedule vacation instead of warning nonwork day from Calendar Event setup.

Note: I tried Geography Hierarchy with the steps above and it worked fine. However, our requirement needs to be based on Legal Employer.
