Cannot access Mapping Sets for Cost Management Application

Cannot access Mapping Sets for Cost Management Application

Hi - when I go to Setup and Maintenance I can see these options:

If I go to "Manufacturing and Supply Chain..." I see these Functional Areas:

For Procurement I see:

The problem I have is that the people who implemented the system have defined some SLA Mapping Sets against the Cost Management application, which I can see by using SQL and looking in the xla_mapping_sets_b table.

However, when I look in the screens above, I can't see a "Cost Management" Functional Area, and if I choose the "Receipt Accounting" Functional Area, while I can see Mapping Sets, they are obviously for the Receipt Accounting area, and not Cost Management.
