HireRight Partner Integration Not Showing as Active

Summary: Unable to Activate the HireRight Partner Integration in a testing environment.

Content (required): We are currently setting up HireRight in our testing pod and following the Implementation Guide. When I go to Set Up and Maintenance, Recruiting Category Provisioning and Configuration, I am showing that HireRight is Provisioned but not Active. After entering the Reference Key, Client ID, and Client Secret the Active button is still grayed out. Everything up to this point matched the configuration guide exactly. Any ideas on why the Activate button is not accessible is greatly appreciated.
