PO is not getting created automatically from PR

I have created a PR backed by a BPA. I have taken care of below pointers:

  1. In BPA, automatically generate order checkbox is enabled
  2. Config Proc Business Fun, Autogenerate orders from requester-negotiated requisition lines is enabled
  3. Under Procurement Offerings, consolidate req lines.. and generate separate orders based on Ship-to location both are disabled

Still PO is not getting created. It is stuck in the status 'The line is being processed by the Buyer'


This line is not visible in the process requisition pool.
