Can we restrict users other than the recruiter from submitting the job requisition form

Summary:

Hello,

We have currently configured a shared process in the system wherein the hiring manager will initiate the requisition and will click on save and close (they wont be able to see the submit option) and then the person they tag in the "Recruiter" field in the Hiring Team section in requisition form will be the TA lead. TA lead will then assign the actual recruiter to the requisition and click on Save and Close. The recruiter will then fill out all of the other details and "Submit" the requisition for approval.

The catch is that the sometimes the TA Leads are clicking on "Submit". Can we restrict the option to submit the requisition form for the users other than the recruiter?
