Help please - Is it possible to prevent offers been sent for approval if no positions left?

Hello,
We have raised this one previous but it is still one of our top issues,
Our hiring managers are request offers to be approved which once approver we are finding cannot be extended because the vacancy does not have enough positions. Is there any way to change the system so that a hiring manager cannot create/or send the offer for approval if there are not enough positions?
This will reduce wastage of time for the offer approvers, ensure when an offer is sent for approval it can be extended as eOffer, give clarity to hiring managers knowing why offers have not been sent,
