Can't find Domains under Identity menu. Tenancy has not been updated to use Identity Domains?

Summary:

I can't see the Domain option under Identity menu.

Content (required):

I have created a Free Tier Account in 2021-03 located at the Ashburn Region. I can't see the Domains entry in the Identity menu.

According to IAM documentation (https://docs.oracle.com/en-us/iaas/Content/Identity/getstarted/identity-domains.htm#identity_documentation) my Tenancy has not been automatically updated yet to use Identity Domains. So it is still using Oracle Identity Cloud Service.

How can I request that update?
