Struggling to create a Skip Rule to ignore a second (non Supplementary) run in a month

Summary:

Hi all,

I am trying to find a way to create a skip rule to ignore a second main run in a month. As an organisation we do not use Supplementary runs as we still require recurring elements to be processed if we have a late starter etc.

I have a variety of ways and the closest I have is to check the balance for the element being greater than 0. This worked until there were mid month changes on assignments and the element was then ignored as the balance was greater that 0. Any help would be hugely appreciated
