Why are Time Card Details not Displaying on Delegated Approval of Payroll Time Entries Email?

A manager creates a delegate rule to delegate "All Tasks" to another user. When an employee of the manager submits a time card, the user approving "All Tasks" receives a delegated approval email notification: "Delegated: Approval of Payroll Time Entries for ...", but the Time Card Details section on the email is blank. This appears to only happen on Delegated emails. If the user navigates to the Worklist, the notification is there and displays the time card details as expected.
