Is it possible to link a candidate to a requisition which is in "pending approval" state?

Summary:

We'd like to be able to add existing candidates to some requisitions even if they are in "pending approval" state.

Content (required):

Our recruiting departments requires more speed and agility when hiring people and sometimes this is slowed because requisitions must be approved by several managers. They would like to speed the process by adding candidates to requisitions even if they are not yet fully approved. We have noticed that you can add new candidates via the UI to these kind of requisitions, but how to add/link to existing candidates? Also, how to do this via TCC import?
