Is it possible to disable submit option in referrer personal information block?

Hi Team,

Is there a possibility to disable submit button in referrer personal information block in employee referral site .

for eg :- If the candidate belongs to India he should be able submit his information and allowed to proceed to the next page . if the candidate belongs to NA than they should not be allowed.
