Field modification rule only working for first entry into 'Recruiter' field

Summary:

Hi I have quite a simple AC rule to check if the recruiter's job is in a job function. It works perfectly on the first selection when you create a job requisition. Then, if you modify the field, it is getting stuck on what you initially selected. So, for example it will give you the warning again and again, or never show you the warning if the person selected met the criteria in the first instance. I have checked and Autosubmit is set to 'Yes' in the recruiter field in page composer. Has anyone had this issue and got
