After 23B upgrade bell icon does not show any notifications

Content (required):

Client has upgraded to 23B just before testing. Once we started the testing we can find that the notifications are not appearing in bell icon. It is showing 0 notifications. We have done the following

Ran synchronize notifications in global header

In BPM Under administration, the notification is set to 'All'

Also set the below profile option to true BIP_ONLINE_NOTIFICATION_HCM_WLF
