How to auto trigger checklist notification on the basis of existing completion status

We have some On Boarding Checklists that gets triggered to the employees to update the information and submit the required documents. But some how those are not getting captured as system not restricting employee to access the other module without completing the same.

can we auto trigger the same basis on the existing completion status. Like if any employee is completed 5 checklists out of 8, so only remaining 3 can be triggered to him for completion.
