Can payment be still processed if the supplier is inactive in Fusion?

Summary:

Hi, We have come across a POC for our client, they wanted to make payments for certain suppliers even when the supplier is inactive. Is it possible in cloud, can we make payments irrespective of the supplier profile activeness?
