Restrict View Document Creates Offline Copy for Document Review

Summary: When we the approver/FYI person click on the 'View Document' button on the DOR page, the letter is getting downloaded into the system to review the document instead of showing directly in the system.

Downloading the offline copies creates a GDPR issue. Is there any way to preview the document without creating offline copies or downloading it into internal systems?

This is not suggestible to change the download option in the browser to "Open pdf in browser" because this is not possible to apply for all the employees in the company.
