Goal Plan - Error message not displayed

Summary: Error message window not displaying when required field is blank upon Save

As an employee when Adding a new goal, and not entered any values.

In our development instances we get the error message as expected and in other instance, we are not getting the error message as expected, only the field is highlighted with a red border

Kindly let me know if we need to enable any profile option or setting to get the error message displayed as expected and this weird behaviour is only noticed for this functionality. Error message at other modules are working as expectedG
