OCI wants to reclaim my idle Always Free instances but they are not idle

I have received an email telling me I need to go into OCI and start my idle compute resources or they will be reclaimed by Oracle. I have 2 VMs. they are both running. They are both ALWAYS running, 24 hours a day. Oracle sent me a similar warning about 3 months ago (when they were running) and sure enough they killed them on the reclamation day. Any idea how I can stop Oracle from killing my (running) compute instances because it thinks they are idle?
