Restrict submission of multiple Individual Compensation plans in the same request.

Summary:

 Employee can add multiple ICP’s in the same transaction. How to enforce employees to request one ICP (individual compensation plan / option) at a time.

 If employee adds multiple ICP’s in the same transaction it is the expected behavior that approvers get clubbed. When multiple rules are satisfied it will go sequentially to the approver's setup in those rules.
